About postal tax stamps ...

Postal stamps are used to pay a compulsory fee in addition to regular postal charges to generate revenue for special purposes such as fighting disease, providing for the welfare of the poor or unemployed, or supporting a charity. In 1924 Portugal's Chamber of Deputies passed an order authorizing Portugal and eleven colonies and territories to issue such stamps (and corresponding postal tax due stamps) to help fund a monument in Lisbon to the memory of Sebastian Jose de Carvalho e Melo, the Marquis de Pombal.

Pombal Monument
Postal tax stamps from around the world have been used to raise funds to support a wide variety of causes from health
care, refugee relief and orphanages to the development of aviation and the construction of new postal facilities.

Pombal Monument
The Pombal Monument was funded, in part, with revenue from postal tax stamps.
