It was Pombal who directed emergency efforts to assist the injured and homeless, control looting, bury the dead and control disease. He then took charge of planning the reconstruction of the city core, applying strict codes that would provide protection against the effects of future earthquakes and create a healthier and more harmonious urban environment. Although the project extended beyond Pombal's death in 1782 and well into the nineteenth century, it is regarded as the statesman's greatest legacy.
