France established a protectorate over Annam and Tonkinin 1883. The general issue stamps for French colonies were first used in 1885. Handstamped stamps surcharged A & T with new values were issued on January 21, 1888. The following year the first stamps for Indo-China were issued for use in Cambodia, Cochin China and Annam and Tonkin.
